Accepting the following definition (Dictionary.com):

“the use of specific characteristics, as race or age, to make generalizations about a person, as whether he or she may be engaged in illegal activity”

If it were reported that two men had just robbed a bank; both white, one 5’5” with long blond hair in his early 20’s, and one about 6’2” with long brown hair, also in his early 20’s, would it seem rational to stop cars with two young men, one of whom had long blond hair and one with long brown hair?

Not “profiling” appears to be malfeasant.

Weak strawman.

Let me quote it for reinforcement:

“the use of specific characteristics, as race or age, to make generalizations about a person, as whether he or she may be engaged in illegal activity.”

This is not the situation that you are describing. What profiling means is assuming that someone is a criminal because they belong to certain race, age group, etc, not the other way around, which is what you described.

What Arpaio does is indeed profiling: he (and his deputies) assume someone is an “illegal” immigrant just because they happen to be nonwhite.
